The Office for Civil Rights (OCR) of the U.S. Department of Health and Human Services (HHS) announced today its all-time enforcement activity record year in 2018.  OCR settled ten cases and an Administrative Law Judge granted summary judgment in a case, which together totaled $28.7 million in financial penalties. OCR also settled with Anthem, Inc. at $16 million in financial penalty, the largest and a three-fold increase over the previous record settlement of $5.5 million two years earlier.
